If you get this and don't understand how to use the included washers, what you need to do is to tighten the screws(with the nuts) without the washers until these screws will be flush with the board, then unscrew and add the washers.
The pictures on the site will show you the assembly with the screws sticking out and without the washers. This is not the case.
